Surah Ar-Ra'd 13:39 — سُورَةُ الرَّعۡدِ

يَمْحُوا۟ ٱللَّهُ مَا يَشَآءُ وَيُثْبِتُ ۖ وَعِندَهُۥٓ أُمُّ ٱلْكِتَٰبِ ﴿39﴾

Allah effaceth what He will, and establisheth (what He will), and with Him is the source of ordinance.
